I believe it stands for Generic Array Logic. It is similar to a PAL (Programmable Array Logic), but since it uses an EPROM, EEPROM or Flash to set the block connections, it is reprogrammable, unlike a PAL, which is OTP. A GAL or PAL is a bunch of logic gates and registers in an IC package that can be interconnected by setting bits in the EPROM. GAL's are typically used as 'glue logic' to replace many individual SSI devices, or to create special purpose registers or modules that don't exist off-the-shelf.
