Yes

Probably not. You can check by opening the PP+ and looking at thefirmware verion on the 17C44. If
the version is lower than the current
version of firmware shipped with MPLAB, then you can upgrade by
programming your own 17C44 and replacing the one in your PP+ with
this chip.

Try to use a proper subject line. "Help, please..." will be skipped
by many of the PIClist readers. Rather use something like
"Help with Picstart +"
