Microchip used to have a file on their web site that fixed the problem. One of t he new PC's at work would not talk to a Picstart Plus (firmware 1.20) when MPLAB 3.40 was installed. Reverting back to 3.31 and using the replacement MPPLUS.DLL allowed me to program chips. MPLAB 3.31 is still available from Microchip. I couldn't find the DLL fix for 3. 31 at their web site when I needed it last. Copied it from a PC at home.
