That gas problem is happening here in Mexico as the goverment is selling part of their natural gas distribution to private companies. Until very recently, power and other utility companies were strictly regulated. With the advent of deregulation (ie, changing to a market-based economy), the USA has also created an atmosphere in which illegal activities are more easy to perform.
