I can see how someone can change your longdistance carrier,
but how does anyone dig up the street in front of your house
and change the gas lines without you or your gas company
knowing about it?

It is very possible here.  Until very recently, power and other utility
companies were strictly regulated.  With the advent of deregulation (ie,
changing to a market-based economy), the USA has also created an atmosphere
in which illegal activities are more easy to perform.
