A PLCC is just a case or package type. It means Plastic Leaded Chip Carrier, and generally comes in several rectangular styles. The leads are J leads, that is, each lead comes out and then bends under the package. They may be soldered directly to the circuit board, OR (big advantage) they may be inserted in a PLCC socket which socket itself is soldered to the circuit board. The leads have a .050 spacing, so are easier to work with than some finer pitch packages. The most common sizes are 14, 28, 32, 44, 48, 56, 84 pins.
