Could it be that you have a crystal oscillator instead? If so, then hook up its output to the OSC1 pin (the pin number depends on the PIC package), and leave OSC2 open. If you are using a crystal, then you didn't mention the caps to ground. I usually hang a couple of 22pF caps from each pin of the crystal to ground. Of course, if the crystal is series resonant, then another setup is required. Look at pages 33 & 34 of the PIC16C5X datasheet to make sure that you have a good clock.
