Definitely NO, but you can insert CLRWDT instructions wherever you need.

Definitely NO, but I think, the question is wrong. It looks for me like
        "May I use the prescaler for the watch-dog and timer0 at the
        same time?"
Otherwise, either of them runs with default prescaler (1:1)
