I have just attempted to upgrade my Picstart B1 with the following.
A new 17C43 loaded with Pheonix B software as per Newfound Electronics via
Dontronics site etc,

the problem is the software TM4 does not recognise the programmer  and returns
with Rxd Txd errors etc.

I think the problem may be a fluffed program download as I set the Oscillator as
an EC external clock and not the XT or LC selection. I think the XT should have
been used?

The other note on the Phonix B hex file is that when loaded into MPLAB IDE the
listing shows a few lines with Illegal Opcode?
Surely the prog will not run with this problem?
