EXAR used to make (maybe still do??) a XR2240, which was
a programmable timer using DIP switches (div by 128 max), just feed in a
clock and you get a very accurate time delay.  Not a bad delay using a
RC network as well.

                Yea, this is a perfect example when a PIC is sorta an
overkill.
