I understand it is more correct to say that it will do Public Key Encryption in addition to "conventional". Apparently it performs PKE not on the target file, but on a symmetric encryption key used to encrypt the target file, then sends the "conventionally" encrypted file plus the PKE-encrypted "conventional" key.
