If software doesn't bother you, any PIC with 10 (5 in, 5 out) dedicated pins
will work. Look at Microchip's AN529. I used same principle to decode 40
switches keypad. It's also cheaper than standard keyboard encoders like
National's 74C923 (which is 20-key only).
