Hi Wilson,

I haven't used this programmer, but here are some general things to
try/check:

1) Is the PIC inserted the right way?
2) Do a blank check on the PIC.
3) If the PIC is not blank, then erase PIC
4) Try to erase PIC several times
5) Try to Read data from the PIC
