Hi Joe, I haven't made a cable from a picstart plus, but I did make one from the promate to a target board for a 16c73. I first tried it from a Logical devices chipmaster 2000 and this programmer gave flaky results. I am now currently using it from the promate and it works fine. The cable is about 3 feet long using 18 ga wire and there are no problems. Some concerns are that the target board does not over load the power supply on the picstart, and also that the 12 Volt Vpp on the reset line does not damage anything on the target board.
