Shahid- This is normal. Unprogrammed state of an EPROM cells is '1'. Maximum word length of the PIC families of interest is 14 bits, so the software is displaying 14 bits worth of 1's. This is hexadecimal 0x3fff. I don't know where this is documented- perhaps in the programming specs from Microchip. I think this is the question you want answered...?
