Well of course an 18-pin PIC such as a 16C54-HS would. It's the same 12-bit core as the 12C508. A 12C508 with external clock probably can go a lot faster than 4 MHz even if it isn't spec'd to. Try a sequence with the simplest possible feedback (2 bits) so the noise-generating software can be simplified to run faster.
