I had a requirement to do a similar thing recently. My application wasn't any where near as stringent as the gaming industry, but it did get me thinking about a better solution. In this case they wanted a random number but the distribution should be skewed in their favour. I assume this is what you are talking about rather than ye olde pseudo random number generators.
