Check the kit with another computer. I found that a PIC-1 didn't work on my Aopen AX5T-3 board for some reason, but on a Compaq Presario 2230, and all the way down to an XT machine, no problem. One thing which I've noticed was the programming software which I've received had only the option of 16CXX and 12CXX, but none for 16FXX.
