It's the Zilog Z86129 based on a design by EEG in Farmingdale (I think) Long Island. A famously quirky chip with practically no technical support because it really isn't a Zilog product. Another even more arcane chip is the CCD3000 by ITT which will do OSD. It was designed by the National Captioning Center with tax dollars. An outfit, "Frontier Electronics" in Canada I think, seems to have a stash of them. But again there's no technical support from ITT.
