I agree with you in principle.

However, my web page provider does not give me the ability to store files
there for download by the masses (darn).  Only certain types such as TIFF
and GIF are do-able.

When I get 100 or more requests to "please send me a copy too" it becomes
much more convenient to post the mess to everybody.  I try to keep them
small, unlike those lousy MS attachments that I get 50 or more per day.

So yes, let's keep the attached postings to a minimum.  But don't exclude
them completely.
