Question about high-end microcontrollers

In Microchip's spec is said that configuration words in 17CXX are in
programm memory. If I use 17CXX in microprocessor mode than PIC ignores
internal (on-chip) memory. I am not sure where are these configuration
words are located in case of microprocessor mode (should I programm them
in external memory or blow inside this expencive chip?).
