I believe you do actually need the full Acrobat to get PDF file creation. The reader doesn 't support this. I remember an old version of Acrobat (called back then Exchange) was on the Linear CDROM, but it doesn't work well with Win95, and there are about a million versions since, and Acrobat, or whatever they're calling it now, costs $$.
