For voltage measurement you always want a hi impedance. Matching
impedance is only
for maximum power (current and voltage) transfer which is not what you
want. You want to measure the voltage with as little effect on the
circuit as possible. Most digital multimeters
are 10M input. We rarely take our scope probes off 10x.
