You have two fundamental problems here. 1) Most the optics I have seen want +5 VDC, you might have blow something b y hooking it up to +9V. 2) The optic probably does not have enough drive current for an LED, you'll want to look at the output with a scope. Do an exhaustive we search for a data sheet if you don't already have on e.
