If you're asking, "What is the difference between the 'flash memory'
used in the 16F84 and the 'EEPROM' used in the 16C84?", the answer
is:  There IS no difference; the two memory technologies are
identical.

If you're asking the more general question, the simple answer is:
EEPROM can be erased one byte at a time, while flash must be erased
in large blocks.
