Get a windowed PIC17C44, so it can be reused for the next upgrade. The file 'PSF12000.HEX' comes with the MPLAB package. I suspect there are newer ones at Microchip. Save the OTP old chip that came with it and you can use it to reprogram your 17C44 next time. But can >you actually define the file you want to burn without going >thru this? To load and program a hex file directly, close any project, enable the programmer and select the device type (you may need to select the device type under Options/Development Mode as well). Then go to the File menu and select Import/Download to Memory. Select the hex file from the file selection box that appears. Now the program data is in memopry, and can be programmed into the chip with the Program button.
