I just got a small shipment of 14000 OTP DIP parts, and 7 out of 10 are
bad.  When blankchecked with the pic-start+ they indicate the calibration
and configuration data already written.  When I tried to burn anyway, it
appears they really don't work.

Is this a normal thing?

Is this static damage or is there some other issue?
