It will be much easier to learn C if the compiler is running on the target, and has good documentation, libraries, quick compiles, a full printf, and debugging support. Once you have mastered the 'C' portion, then get a C compiler for the PIC. This also points out what I think is one of the biggest advantages of using C. You can simulate, debug, and test on a platform that is easy to develop on, and then port to your target platform. I find the HiTech compiler is good for that, because it is the closest to real C.
