This sounds like somthing I had long time ago (A0,A1,A2 > A,B,C) you need to
use A4 connected to one of the CS lines on the 138 set the address first on
A0-A2  and then BCF,BSF A4 to enable the outputs this lets the info settle
for 1US before the output is selected
