I ran Nigel's test on the programmer and I see the following:
When I set the port to $0378 (the parallel port I actually have it hooked to):
  When I toggle Data, In also toggles IF VDD is high.  If VDD is low, then In
 doesn't toggle along.
All of the other inputs can be toggled with no effect on any either signal.

Any ideas???
