I have tried this peak response test since I saw it being mentioned in The Art of Electronics. There, it is said that it is better to have 160 mA multiplexed than 20 mA continuous, because of our eyes' peak response (we would see it brighter, being multiplexed); well, it definitely does not happen to me. Also, I see a major difference between mux'd 20 mA and continuous 20 mA. I tested this with red LEDs, LCDs backlights, everything. Maybe it's me.
