You could make it easier to program, and easier to understand by the
customer (and therefore maybe feel better).

Key down: inc/dec once.

Key still down after 700 ms: enter slow scroll

slow scroll: inc/dec each 500ms, enter fast scroll after 3000ms of slow scroll

fast scroll: inc/dec each 200ms

key up: stop

or something similar
