Has anyone every used Warp 4.0 from Cypress Semiconductor?  I believe it
is incredibly expensive, but a "free" copy comes with the book _VHDL for
Programmable Logic_ by Kevin Skahill.

I've used this program and book for years to program many GALS/PALS and I
love it.  You can order it for approx. $40 from Amazon.  The level of VHDL
required to program programmable logic is incredibly straightforward and
easy.  Quick learning.
