only idea, your programmer is not working.
check cables connections, etc..

the read 3FFF indicates that the programmer does not see
the PIC chip at all. from your description no better analyzes
can be made.

check that RB6 and RB7 both are Ok and that programmming
voltage is  10.5 < VPP < 13.5
