Try a search on CoolEdit.  Not a pic, and not a tape, but works for me.  I
think that's the one that came with a random music generator,,, seems like
it did all kinds of quiet noise.  Runs fine on 95 with a generic audio
board.  Just tried it, build the white, pink or whatever file and play back
in loop mode.
