It means that what's now referred to the Pass Counter in MPLAB Picmaster
is not counting correctly.  It could be caused by noise on the lines or
insufficient grounding --or bad chips as listed inside the unit.

If you're not using the Pass Counter (referred to as "Arm Counter" on
the pre-MPLAB software), you can probably ignore the message.
