Look at http://www.tapr.org for more details. It however is just the transmit tones so no receive. You didn't specify what modem standard you are looking for. The so called standard for telephones is Bell 212 which is DPSK. BTW, there are many cheap single chip solutions out there so not sure what your point is trying to code this on a PIC.
