They have fixed it in the '76/77/66/67 parts.  Now we just have to wait for
newer revs on all the 6x/7x parts.  And wait.  And wait.  The Microchip
docs on these parts that I've seen explain the fixes.

SCI receive, or USART?  Sounds like you're using the USART from your other
comments.

This is how it is supposed to operate.  Always been that way, expect it
always will.  You will find that the peripherals tend to require the I/O
pins to be set correctly.  The "fixed USART" parts are this way too, and I
expect you haven't checked all the app notes.
