Yes, Win 32 uses CreateFile and so on for serial comms.  We did a test and
created a 32 bit app, which communicates fine under Win/95.  Run the same
app on Win 3.xx with the latest Win32 support, the serial comms don't work.
 Obviously serial comms were'nt considered important when designing the
Win32 support for Win 3.x.
