I also wrote one last year:

I think I only mentioned it once on this list.

It can program the PIC16C84 and the 24C65 and 24C16B EEPROMs.

But I never made it to version 1.0, so the source looks kind of ugly.
It works without kernel patches but probably uses a little more CPU time
than picprog because I use busy waiting for the timing.
