So far as using the minimum number of components I read somewhere on the Microchip site about a new 12C67x series chip with an ADC on board. Add a few resistors, 78L05, and a high current FET (or two) and off you go. Perhaps someone from Microchip can enlighten us about when the 12C671 & 672 will be hitting the streets?
