I am not aware of a PIC newsgroup; just a PIC mailing list to which you have
send your message.  To subscribe, I believe you should add "-request" [with
the dash, without the quotes] to the PIClist's address and send a message
whose body says "SUBSCRIBE".  This should add you to the PIClist and also send
you a file with instructions for setting options (e.g. whether you wish to
receive copies of your own postings).
