You don't tell which programmer you are using, but you need to set the two
bits fuses to enable XT operation.  Because they are EPROM and the RC value
is "11" binary, it is possible to burn them to the appropriate values for
XT operation.

Many people use this because RC parts are cheaper than XT, HS, or LP.  It
works perfectly.
