Not only is OET Bulletin 62 available, but on the same site is Bulletin 63 "Understanding The FCC Regulations For Low-Power, Non-Licensed Transmitters", which is quite good and will answer many of the questions (for USA folk anyway) that have been floating around this discussion list at times. It does not get into technical detail much (must consult the actual Part 15 for that), but does give a good first background and summary of frequencies, etc. Don L.
