Hi David,

I have been working on a PIC16C74a project as well for some time.  I am
a EE at Apple Computer.

I recommend MPLAB from Microchip.  It has a macro assembler that will
generate .hex files for the PIC programmer.  For about $300 or less you
get MPLAB and the PICstart programmer.  I have had great success with
Microchips development tools.  Lots of great info on their website
