Many thanks to all of you for helping me out.

To clarify a bit:
* I am using a JW part so that it can handle 16Mhz
* I programed the 16c55 in HS mode
* I verified the signal is going to OSC1 pin 27

I'll go to school and check the waveform on OSC2
