The PICs are only guarenteed to work at these frequecies because that is all they have been tested too. I would expect that there is not alot of difference between the 4 and 10 Mhz chips, but the ones guarenteed to work at 4 have failed the tests at 10Mhz? This is not a good idea for production for obvious reasons.
