Ralf: The Picstart Plus is manufactured and supported by Microchip Technology; you'll probably be very happy with it unless you don't have a Windows machine (Picstart Plus and MPLAB only run under Windows). MPLAB (and the Picstart Plus plug-in) can be downloaded at no charge from Microchip's web site, so you should have no problems keeping up-to-date with the latest versions.
