This might sound silly, but have you tried getting a commodore 64
emulator for the pc? There are some for free on the net. The 64 used to
have tons of free software and I bet there are still a couple of good
6502/6510 assemblers to be found that you can run in the emulator.

BTW, the Commodore 64 Macro Assembler used the "$"-syntax for
hexadecimals and the "*"-symbol to represent program address.
