Once Microchip debugs and upgrades the current MPLAB, there'd be even more reason to buy the PICmaster (The IDE is very easy to use & PICstart plus software is a plug-in on MPLAB). It is expensive, but I've learnt that saving money on development tools is penny wise and pound foolish.
